Should people be allowed to perform on the streets?

Hong Kong begins to have more and more street performers on the streets.  They usually perform in Mongkok or places which are crowded.  However, one of the street performers, Andrew So Chun-chau, was charged for obstructing a public area a few months ago.  So, should they be allowed to perform on the streets?
My answer to this question is affirmative.  It is a good way to show the performer’s talent to others and to entertain the onlookers at the same time.  Some of the street performers enjoy performing on the streets and the onlookers like their performance too.  So’s performance, for example, is famous and always attracts many pedestrians to stop and watch it.
Undeniably, when street performers perform, inconvenience will result: the crowds may gather in one place. However, will the onlookers really block the pedestrians’ way?  I do not think so.  Pedestrians can also walk through the crowd even when there is a street performance.  Even though it does block the way, it is only a few minutes, isn’t it?  Moreover, there have already been street performances for a few years but few people complain about it.  This shows that people do not oppose the street performers performing on the streets.  Why cannot we let the performers continue?
All in all, I think street performers can enjoy themselves and bring happiness to the onlookers while they are performing.  Also, the problem they bring is not serious. Therefore, street performers should be allowed on the streets of Ho
